When to involve us
An approved design has not entered the work.
The structure or operating model was approved, but roles, decision rights, measures, and everyday work still follow the previous system.

- There is no clear record of what entered practice and what remained on paper.
Formal approval is not sufficient evidence of enactment. The design needs to appear in live decisions, roles, and authority that people actually use.
